Audit vendor dependencies and jurisdictional exposure

Document current infrastructure capabilities and constraints

Research shows organisations typically have 2 to 3 times more AI usage than IT knows about. Start by surveying business units directly. You will likely discover critical dependencies you did not know existed.

Week 2: Control Test Evaluation

Days 8 to 14

Apply the Control Test

Evaluate each AI system against the four control dimensions: legal, operational, technical, and strategic.

Score each system on the Sovereignty Maturity Index from 1 to 5

Identify kill switch risks and single points of failure

Quantify latency costs and lock in debt

Create risk heat map prioritising remediation efforts

Week 3: Executive Buy In and Governance

Secure Sponsorship

Sovereignty initiatives without executive sponsorship fail. This week is about building the governance structure for success.

Present findings and risk assessment to C suite

Form cross functional steering committee

Define success criteria and key milestones

Align budget and resources for 90 day initiative
